  Partial upgrade spins for a long time in “Preparing to upgrade” before
  failing with multiarch

Bug description:
  Binary package hint: update-manager

  I've enabled i386 as a foreign architecture on my amd64 box by adding
  “foreign-architecture i386” to /etc/dpkg/dpkg.conf and
  APT::Architectures { "amd64"; "i386"; }; in /etc/apt/apt.conf.d/99multiarch.

  I tried to upgrade using update-manager this morning (apt-get dist-
  upgrade works fine), and the partial update is just sitting at
  “Preparing to upgrade” with the progress bar flitting back and forth.
