Please run 'apport-collect 941691' to attach more information to this
bug.  (You originally filed this against the software that installs the
basic OS, and the bug-reporting software attached suitable information
for such bugs, but that software isn't the same as update-manager.
apport-collect should sort things out.)

  the update manager's software (I don't remember what it's called) is
  broken and needs repairing before adding or removing software. upon
  repairing, it crashes and won't repair.
