(Also, the kernel typically retries for itself, and you don't see a
failure in userspace until it's already failed a few times.)

Bug description:
CD/DVD readers become old and their reliability decreases, so it is
not uncommon to see those failing. Still CD/DVD disks are still a
popular giveaways. So..
When Ubuntu installer is run from CD and CD fails to read some file, it should not crash immediately, but..
1. propose to retry
2. try to read this file from the internet
