It's intentional that it always installs English language support, but
if that can't be done then it shouldn't cause the "incomplete language
support" condition to trigger.

Title:
Ubiquity installs english langpacks even if other language is selected

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
Testing the Italian LoCo Ubuntu CD. The CD include only Italian
  langpacks.

During the installation Ubiquity download english langpacks anyway. If
there's internet connection during the installation at the reboot a
popup shown that some langpacks were missing, but it refers to the
english since the Italian is fully installed.

I ran ubiquity in debug mode, including syslog with evidence of
  english langpack downloading.
