[Bug 960314] [NEW] Unnecessary languages listed but not installed after install

Public bug reported:

Testing Precise ISO build 20120319.

Steps:
1) Boot it from a usb/cd live and click on Try Ubuntu with English language.
2) Click on Install icon on the desktop, connected to the net.
3) After reboot, the language selector shows as screenshot-19 and screenshot-20 (regional format)

English variants and Chinese are grey in the list, the only installed
language (checked in install/remove languages...) is English.
