I've tried various scenarios for reproducing this and have failed.
There's also bug 942111 which describes seeing this problem on bare
metal install while wifi is setting up, but I don't have such hardware
to test that on. If you have any other suggestions for reproducing this
reliably in a hardware-independent way, please follow up. Despite
Colin's comments in #9, I'm reluctant to change this code without a test
case.
