[Bug 959224] [NEW] Corrupt value for /etc/apt/apt.conf accepted during installation

Public bug reported:

During the installation of Lubuntu, there is a step where HTTP proxy information is collected.  There appears to be no attempt to validate the URI entered so it is possible to enter an invalid link.  Instead of rejecting the invalid link, it gets put into /etc/apt/apt.conf
