This has been fixed in newer versions of Ubuntu. The fix will not get
backported to Karmic, because Karmic is EOL

Bug description:
  Binary package hint: bash-completion

  "scp /tmp/somefile host.doma<Tab>" finds host.domain.com in my known
  hosts file, and I have an unlocked ssh key for that host in my
  keyring...

  "scp /tmp/somefile host.domain.com:/tmp/<Tab>" starts completing
  files/dirs from /tmp/ on my local machine, not the remote one.

  This worked correctly in Jaunty.
