Confirmed for 12.04 beta 1.  The nice value is set high (20) but he
priority is also set high (20).  While things are definitely much better
than they once were, it still impacts heavily on my Celeron test
machine.

It's a non-critical cron job and it would be nice if wasn't quite so
intrusive.
