mdmon & its man page are included with the Oneiric mdadm package. It's
only missing in the Precise package.  Note that the mdmon page is
missing from the online manpages, see
http://manpages.ubuntu.com/manpages/precise/man8/mdmon.8.html.

Bug description:
  Looks like a new utility, 'mdmon', was added at some point upstream,
  but never added to the packaging. We should probably ship it, and its
  man page, along with mdadm.
