Bug description:
  whenever trying to start update manager it says an error massege and a
  window opens to report it as a bug, and tells to report the following

  'E:Opening /etc/apt/sources.list.d/private-ppa.launchpad
  .net_commercial-ppa-uploaders_fullcircle-issue-58_ubuntu.list -
  ifstream::ifstream (13: Permission denied)'
