Bug description:
  Since Ubiquity now displays the keyboard selection by language instead
  of by country, the Canadian keyboard is listed under "English", but
  isn't listed under "French". Technically, it's a multilingual
  keyboard, so it should display under both languages.

  In fact, the majority of English speakers in Canada would use a US
  keyboard layout, and not the multilingual one, so most people looking
  for the Canadian layout speak french and wouldn't think of looking for
  it under "English".
