Hardy has reached its EOL last year, so I am afraid this patch will not get backported yo hardy...
As it is fixed in the newer releases. I'll close this report as fixed.

Bug description:
  Binary package hint: devscripts

  I'm using dch --new-version 0.11 "Change text". Problem is that when I
  enter non-ascii character (I have utf-8 terminal, characters are from
  iso-8859-2 / iso-8859-1). Last characters are repeated on next line -
  their number depends on how many accented character were used.

  Example of debian/changelog:

  zzz-desktop (0.20) hardy; urgency=low

    * Pridaný gthumb
      b
