OK, I got it to install by removing the web-cam plugin.

Before starting the installer, run the following command in a terminal:

sudo rm /usr/lib/ubiquity/plugins/ubi-webcam.py

This will prevent ubiquity from trying to load the webcam page to take
your profile picture,  but how I see it, I would much rather have an
installed system than a webcam profile picture.
