After doing more debugging it turn out that chroot /target cp  file1
file2 command fails to execute and report cp: memory exhausted

When running the copy command without using chroot it worked

I have tried this running the postinst script after i unpacked the base-
file deb  package, then I try to runt the command using tty2 terminal
after the installation failed

  This installer fails when try to start the  install base files. I have
  seen similar bug but different reasons
