Switching the steps is one possible solution to the problem, but not the
only one.

The problem, to restate, is that "Download updates while installing" is
insensitive when you don't have an Internet connection, even if you
might have been able to set up a wi-fi connection in the next step.

Switching the steps would solve *that* problem, but it would introduce
an equal and opposite problem: if you have proprietary-only wi-fi (e.g.
Broadcom), you can't set up a wi-fi connection unless and until you have
chosen to install the proprietary wireless driver, but that option would
now be *after* the wi-fi connection details.

An alternative solution would be to move the "Download updates while
installing" option somewhere after the "Connect to the Internet" step,
while leaving the option for installing proprietary drivers before
"Connect to the Internet".

  Currently the 'prepare' step does network detection and propose an
  option to download updates from the network. But it the system uses a
  wireless card and is not connected, the wifi setup is the next step
  forcing to go back run 'prepare' again and select the download option.

  having 'wifi' before 'prepare' would make more sense.
