  bluetooth mouse disabled during upgrades

Bug description:
  When I use update-manager, very frequently my bluetooth mouse is
  disabled partway through the process, and reactivated near the end of
  the process.  This is a minor annoyance for me since I also have a
  touchpad, but could be significant for a user with no other pointing
  device.

  I suspect this is some sort of deferred processing during bluetooth
  upgrades, but since the lack of bluetooth can be problematic, I
  suggest that deferred processing is not appropriate in this case.
