Public bug reported:

Not sure if this is really a problem with update-manager itself, the
linux-image-3.2.0-18-generic-pae package, or usb-creator (looks
suspiciously like Bug #932663).

I downloaded the 12.04 beta ISO image and created a bootable USB stick
with usb-creator. After booting from that, I installed a few extra
packages (ubuntu-restricted, rtmpdump, get-iplayer, mplayer) then ran
the update manager. The first window said it could only do a partial
update for some reason; I continued anyway. After downloading a lot of
packages and installing a great many of them, I was eventually presented
with the error message:

Could not install 'linux-image-3.2.0-18-generic-pae'
The upgrade will continue but the 'linux-image-3.2.0-18-generic-pae' package may not be in a working state. Please consider submitting a bug report about it.
subprocess installed post-installation script returned error exit status 2
