  "shutdown 0" should not be accepted

Bug description:
  As noticed by Michael Nelson on bug 871850, "shutdown 0" fails.

  Problem appears to be shutdown not checking its args as "shutdown 0"
  is not a valid invocation - you need to specify and option as well as
  a time spec. What actually happened:

      :
      :
  * Killing all remaining processes... [fail]
  * Will now switch to single-user mode
  root at michael-desktop:~#
