Bug description:
  Binary package hint: apt

  1) The release of Ubuntu I am using:
  $ lsb_release -rd
  Description:    Ubuntu 8.04
  Release:        8.04

  
  2) The version of the package I am using:
  $ apt-cache policy apt
  apt:
    Installed: 0.7.9ubuntu16
    Candidate: 0.7.9ubuntu16
    Version table:
   *** 0.7.9ubuntu16 0
          500 ftp://ftp.mipt.ru hardy/main Packages
          100 /var/lib/dpkg/status

  $ apt-cache policy debreaper
  debreaper:
    Installed: 0.2.1
    Candidate: 0.2.1
    Version table:
   *** 0.2.1 0
          100 /var/lib/dpkg/status

  
  3) What I expected to happen:  
  A successful upgrade from Gutsy to Hurdy.

  
  4) What happened instead:
  Removal of ''debreaper'' failed during the upgrade. After that ''apt-get''  can not install or remove any package.
