After two years of inactivity it looks like the inital idea is too complicated (or there is no much need for this), so I would suggest that the update-manager only change the color (may be to orange) and the available menuitems of the indicator-applet if unsupplied updates are persent.
As the update-manager does this already in the case that the system has to be restarted after an update maybe this is more easy?

Bug description:
Binary package hint: update-manager
The Update Manager, by default, alerts me of updates when I first
login. However, this is usually not a good time for me to update my
system. Unfortunately, by the time I am shutting down my computer or
logging out, I have forgotten to apply the updates. It would be great
if the Update Manager could have a setting (possibly on by default)
that would cause it to remind a user that there are updates available
when the person goes to either logout or shutdown. This notification
could be presented with a timer, like is present in 9.10 when shutting
down, so that if there is no response within 60 seconds, the computer
would logout/shutdown. If a user were to select to update their system
at this time, Update Manager could apply the updates, then
logout/shutdown the computer.
