Hmmm, now I repeat my tests and things progress smoothly using all the
repositories that stalled previously.

Given this circumstance, I think that this bug should be closed.

  package download stalls 12.04

Status in “apt” package in Ubuntu:
  Incomplete

Bug description:
  I use Australian repositories and in default Ubuntu installs
  downloading package lists stalls for minutes unless the following is
  done:

  Create this file: /etc/apt/apt.conf.d/80http with the following
  contents:

  Acquire::http::No-Cache true;
  Acquire::http::Pipeline-Depth 0;

  Once this is done then package downloads proceed immediately, this has
  been an issue for a while now and is still this in the 12.04 Alpha
  daily builds.
