Isn't this a BIOS issue?  It should provide proper keyboard emulation.

Bug description:
  When I boot up my computer and hit the shift key to enter the grub
  menu, the keyboard doesn't respond if it's plugged in to a USB3 port.
  I have to unplug and plug in to a USB2 port to get the keyboard to
  respond.  I can use the keyboard plugged into USB3 port to enter the
  grub menu, but once the grub menu is displayed the keyboard then
  becomes unresponsive.
