This bug was fixed in the package fontconfig - 2.8.0-3ubuntu6

Bug description:
  Binary package hint: fontconfig

  Dear Ubuntu fontconfig maintainer,

  The original Uighur (Uyghur) Orthography file - ug.orth in fontconfig
  has bugs and I reported the bugs and provided a patch for it at
  fontconfig source/upstream. Now the bugs are fixed at source/upstream.
  Could you please import the newest fontconfig from upstream/source
  into Ubuntu? Thank you.
