Actually, the kernel team itself suggested that I file a bug about this
here. As there is no firm decision about this yet.

Title:
please remove the "Previous Linux versions" sub-menu and display all
kernels again
Status in “grub2” package in Ubuntu:
Confirmed
Bug description:
The "Previous Linux versions" sub-menu is superflous on grub-pc, plus,
it's rather pointless, in a situation when GRUB2 automatically adopts
the BIOS' largest available resolution, which provides plenty of space
to display all available kernels within a single view. It would thus
be desirable to remove that sub-menu or to make its utilization
entirely optional and to disable it by default. OEM manufacturers that
pre-install Ubuntu on handheld devices with a limited screen footprint
could easily pre-seed debconf answers to enable it as needed, whereas
for average PC usage, the sub-menu is undesirable.
