[Bug 946680] [NEW] update-manager fails on random ongoing update

Public bug reported:

Red circular icon with horizontal white bar across middle in header bar

Show updates and initially update manager displayed dialog with the
following:

Could not initialize the package information

An unresolvable problem occurred while initializing the package
information.

Please report this bug against the 'update-manager' package and include
the following error message:

'E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_oneiric-
security_main_i18n_Translation-en, E:The package lists or status file
could not be parsed or opened.'

attempting to find the version of update-manager yeilded the following:
kiosso at tigger:~$ apt-cache policy update-manager
E: Encountered a section with no Package: header
E: Problem with MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_oneiric-security_main_i18n_Translation-en
E: The package lists or status file could not be parsed or opened.
kiosso at tigger:~$ 

Expected:  update manager would ask for permission to update files and
then do so

Actual: described above
