[Bug 946037] [NEW] User Accounts window cannot change user privileges

Public bug reported:
In prior releases of Ubuntu, it was possible to fine tune user
privileges for specific features of the system.
This functionality now appears to be gone from the GUI for User
Accounts.
Is this intentional or an oversight?
