[Bug 945903] [NEW] precise+1 should include prelink

I have been doing some tests with prelink on my machine, and things run
at least start ASTRONOMICALLY faster with prelink installed in precise -
for instance libreoffice apps start for me in about 2 seconds, chromium
is instantaneous, it is truly amazing how well this works!

I have used prelink in Fedora before, of course, but never have I seen
this kind of speed boost! I guess with the overhead of SELinux it is not
as noticeable. I hope this is seriously considered though, at least for
ubuntu-3d if not 2d since RAM availability is surely a factor and likely
2d users don't have much RAM. Perhaps there is a way to configure it
based on available RAM instead of guessing based on dekstop usage, I'm
not sure.

All I know is the difference is amazing, and given the popularity of
boot performance, I think start up times of every app will give a
significantly more impressive feel for users as well.
