It is not incorrect. The C strings for ubiquity are in American English,
in which the serial comma is entirely acceptable.

Title:
Incorrect english string in ubiquity-debconf template
Status in “ubiquity” package in Ubuntu:
Won't Fix
Bug description:
String no 36. "May only contain lower-case letters, digits, hyphens,
and underscores." contains one comma too much.
Correct string would not have comma before "and".
