This appears to be fixed in the 20120301.1 i386 Lubuntu live images.

Bug description:
  I'm testing the Lubuntu live 20120301 i386 image and installation
  freezes at Keyboard layout.

  But poking around a bit I see that both casper and ubiquity are
  upgradable so I need to rinse-n-repeat, also need to cross-test with
  the 20120301 Ubuntu image.

  Going as fast as I can.
