Does 'apt-get install' from the command line fail as well?

Title:
Installation of software from the software centre often stalls
halfway, and never continues. It also prevents the pc from shutting
  down (hours later)

Status in “apt” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: software-center

Often when I want to install new software from the software centre,
the installation stalls halfway, and never continues. Today I tried to
install Blender, but it also happened when trying to install LMMS,
  Muse, and other audio/video software.

Installing from synaptic is more succesful, though not always.
