Title:
apt-get changelog propose a link on launchpad changelog when not
available, should get this changelog instead

Status in “apt” package in Ubuntu:
  Confirmed

Bug description:
When you type apt-get changelog compiz, by instance, if the Compiz changelog is available, it's OK.
Else, you got a link to the changelog on Launchpad.
APT should retrieve the changelog on launchpad instead of showing the link.

I did a patchwhich fix this bug, but it remain one issue : HTML entities appears in the changelog (<a> for links and <pre> in the beginning of the file (and </pre> at the bottom)).
Sorry for the usage of a goto but it was the easiest solution for doing this.
