Could we see some analysis of the risk of regression here? Was the html
viewer included in previous releases? If not, what are the chances that
this change will result in users seeing no release notes at all, or get
a crashed update-manager, instead of getting the prettified html release
notes?

Bug description:
update-manager.install is missing ReleaseNotesViewerWebkit.py so
update-manager is always using the text files and not the html.
Test Case:
1. use precise
2. run update-manager -d
3. verify that the release notes are displayed as text
4. install update-manager from precise-proposed
5. run update-manager -d
6. verify that you get a html release notes page now
