[Bug 1017269] [NEW] Error reported upon opening the update-manager

Public bug reported:

Upon opening the update manager, I get this message:

An unresolvable problem occurred while initializing the package
information.

Please report this bug against the 'update-manager' package and include
the following error message:

'E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/archive.canonical
.com_ubuntu_dists_precise_partner_binary-amd64_Packages, E:The package
lists or status file could not be parsed or opened.'

The Ubuntu Software Center simply crashes upon opening; considering the
content of the error reported above, I believe these problems are caused
by the same issue.

Additonally, running:
  sudo apt-get update
fails with this message:

This looks like a package information problem that I reported earlier:
Bug 988841.

I reported this instead of asking on askubuntu or the IRC b/c the
message I got in the status bar told me to send in a bug report.

I fixed the issue with this command: 
   sudo rm /var/lib/apt/lists/* -vf
but I thought I should still report it just to let you guys know that there is an issue with the packaging lists being overwritten.  This time it was because my USB Modem was not turned on when I tried to connect, and the packaging lists were replaced by the page representing my router's error page telling me what was wrong.

  This looks like a package information problem that I reported earlier:
  Bug 988841.

  I reported this instead of asking on askubuntu or the IRC b/c the
  message I got in the status bar told me to send in a bug report.

  I fixed the issue with this command: 
     sudo rm /var/lib/apt/lists/* -vf
  but I thought I should still report it just to let you guys know that there is an issue with the packaging lists being overwritten.  This time it was because my USB Modem was not turned on when I tried to connect, and the packaging lists were replaced by the page representing my router's error page telling me what was wrong.
