Title:
Changelogs not visible for recent updates

Status in “openssl” package in Ubuntu:
  Confirmed

Bug description:
  Hi,

This bug affects Ubuntu 10.04 and LinuxMint 9, and is related to bug
1006189 which affects net-snmp. This is a separate bug report since
Launchpad only allows one package name to be attached to each bug.
However this bug really affects the update process within Ubuntu
itself but Launchpad complained when I tried to open it that way
  [without specifying a package].

I normally read the changelogs for packages when updates are
  available.

For example, the aptitude ncurses interface lets you do this by typing
a "C" (or on a command line via "aptitude changelog <package_name>"
  such as "aptitude changelog openssl").

But the changelogs for the recent openssl and other updates don't seem
to have been loaded on the repos. I.E., you get:

  E: Couldn't fetch URL
  http://changelogs.ubuntu.com/changelogs/pool/main/o/openssl/openssl_0.9
  .8k-7ubuntu8.13/changelog

because the changelog for that update (and for others, such as python-
libxml2, snmp, etc., which also had recent updates) aren't on the
  server.

This appears to be an issue just for the recent updates. Older
changelogs (including ones for libxml2 and openssl) can be fetched
with no problems if you select the older versions of those packages
  within aptitude.
