your installation of man-db is broken and that needs to be solved before lintian can be installed.  Once the man-db issue is solved, the lintian install should work.
  I would recommend you contacted an Ubuntu support channel (e.g. the forums) and ask for help to sort out the issue.  Please show them at least this log snippet above or refer them to this bug (by the looks of it, there is a problem with running debconf, which may be the root of the problem).

If there are still issues with installing Lintian after man-db (or/and
debconf) has been fixed, feel free to report back here with the new
error.
