Public bug reported:

After installing Quantal alph 1 from usb stick, with no problems
reported, using entire hard disk for install, the system will only boot
if the USB stick is plugged in. If it is not plugged in it does not
start booting at all as far as I can see and there is no obvious hard
disk action. With the stick plugged in it boots into the system
installed on the hard disk and not into the live USB.

After boot I can eject the usb stick and the system continues normally.
