Thank you for reporting this bug to Ubuntu. Both Jaunty and Karmic reached EOL (on October 23, 2010 and April 30, 2011).
See this document for currently supported Ubuntu releases: https://wiki.ubuntu.com/Releases

If you still have this issue when trying to upgrade your installation,
it would be the best to backup your data and just install a recent
version of Ubuntu (instead of updating).

I will close this report (due to the EOL of Jaunty and Karmic).

  During upgrade from Kubuntu 9.4 to Kubuntu 9.10:

  Could not install '/var/cache/apt/archives/kdebase-
  runtime_4%3a4.3.2-0ubuntu4.1_amd64.deb' package may not be in a
  working state.

  subprocess pre-installation script returned error exit status 2
