Actually it should be resizable as soon as you expand the details. Which
version of Ubuntu do you use?

  missing resize on failed to download package window

Status in “aptdaemon” package in Ubuntu:
  Incomplete

Bug description:
  Most Ubuntu windows are sizable by the bottom right corner.
  The 'Failed to download package file' is not, which is quite annoying
  in some parts of the world where the packages are difficult to download.
  You can see on the enclosed picture, only two lines are displayed and not
  to the end, which make it uneasy to know which packages haven't been
  downloaded.
