There are many reasons why the package manager could not restore those
settings, the most obvious being that the drivers may not have been
installed via a package.

The AMD supplied installer is a shell archive, not a deb package,
though it *may* be used to create a set of deb packages.

For this to be followed up it needs useful information.  What are the
precise steps to reproduce the problem?  The forum thread does not
provide that, neither does it mention the particular versions of the
software involved.

Most likely this is a case of user error in not following the driver
removal instructions, these are documented for a reason.  In the event
that this is not user error and the drivers were installed using
packages then the problem is in the packaging supplied by AMD.

Bug description:
  Hi, I read on Ubuntu Forums that someone uninstalled the fglrx AMD
  driver using apt & could not get to the login screen (didn't load).

  The best way is using AMD's own uninstaller:
  sudo /usr/share/ati/fglrx-uninstall.sh

  Uninstalling by apt should restore to the standard driver properly,
  which in this case didn't happen.
