After running sudo apt-get update, restarting my computer, and
connecting to the internet via wireless connection, the issue seems to
be resolved on my machine.  When I reported this bug with apport, it
informed me that the issue was already reported here:

Currently, I have 318 updates which are applying, and I can see the
update interface by clicking on the the update manager icon on the right
side of my screen.

  Update manager will not open when I click on icon

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  Most of the time, when Update Manager has updates to be applied, it
  will not open when I click on the icon. I can check for updates by
  right clicking on the icon, and I can apply the updates likewise. But
  I cannot see the screen that shows me what will be updated before I
  apply them. The tiny triangle pointer on the left side of the icon
  appears to be light blue.

  I am running 12.04. It was installed from the ISO (not upgraded).
