Thank you for opening this bug and helping make Ubuntu better. No, 'who'
is not broken. 'who' depends on the programs writing records to wtmp --
the only thing 'who' does is *read* the wtmp files.

Bug description:
  With two user logged in there is no default output of who. This is
  different to Ubuntu 10.04, and I think also different from what it
  should be according to man who.
