I have the same issue:

/var/log/upstart/isc-dhcp-server.log

The error was:

line 17 from /etc/dhcp/dhcpd.conf  is missing the ";"

Status in “isc-dhcp” package in Ubuntu:
  Incomplete

Bug description:
  1) Using Ubuntu 12.04
  2) I just sudo apt-get update && sudo apt-get upgrade
  3) I expected the upgrade installation process to be running without an error. but the , there is ...
  4) instead, the i get the error like below...
