[Bug 1024997] [NEW] [12.04] useradd is showing an "incorrect" error-message when not using sudo/root

Public bug reported:

michael at Alien:~/foo$ useradd test
useradd: /etc/passwd konnte nicht gesperrt werden; versuchen Sie es später noch einmal.

(/etc/passwd cant be locked; please try again later)

it would be better if useradd is checking if it is executed as root and
if not, the error-message should show something like

(/etc/passwd cant be locked; please try again later and use sudo to get
access to that file)
