  New

Bug description:
  On a recent natty upgrade I ran into an issue rebuilding ircd-hybrid
  because the libpcre3-dev package no longer contained
  /usr/lib/libpcre.a this seems to be completely missing from the x86
  package, and was part of that package in maverik
