There is a small risk of regression:
- the webkit code is more complex than the gtk textview that may cause issues

Other than that I don't see any as it will fallback to text if there is
no html availab.e

Bug description:
  update-manager.install is missing ReleaseNotesViewerWebkit.py so
  update-manager is always using the text files and not the html.

  Test Case:
  1. use precise
  2. run update-manager -d
  3. verify that the release notes are displayed as text
  4. install update-manager from precise-proposed
  5. run update-manager -d
  6. verify that you get a html release notes page now
