It seems that the easiest way to fix this behavior is to alias
vi='vim.tiny'. Works for me.

Bug description:
  Binary package hint: vim-tiny

  When just vim-tiny is installed, running vim at the command line
  results in :

  # vim
  The program 'vim' can be found in the following packages:
   * vim
   * vim-gnome
   * vim-tiny
   * vim-gtk
   * vim-nox

  Either command-not-found-data should be changed. Or (more likely) vim-
  tiny should install a link for vim via the /etc/alternatives system.
