Which program says it can not get the lock?

sudo apt-get update && sudo apt-get upgrade

If you have other problems regarding this please seek assistance on the
forums or elsewhere as this is not a software bug.

Problems exists in adobe-flashplugin, report there.  Will probably
require more information than this one line error.
