I had  the same problem as reported on my AMD64 HP dv6 laptop using 12.04 lts.  I was able to fix this condition by editing the "lightdm.conf" file.  See this post...

I performed several other posted fixes, with no result.  This worked for
me.  Hope this helps.

Bug description:
  Num Lock is off when at the login screen. My BIOS is set to have Num
  Lock on for default, yet when I get to the login screen it is off. If
  I turn it on, log in, log out, and try to log on again, it is again in
  the off position.

  To reproduce boot machine. When at login screen, attempt to use number
  pad, note it does not work until num lock is turned on again at every
  login.
