The behavior I'm seeing seems to be the same as this user's in the
forums:

I'm currently using 10.04, but I also experience this same issue in
9.10.
Commands that hit the server, such as commit and update, hang at the
end before returning to the command prompt. The actual commit or
update seems to actually take place, but then there is no activity for
a couple minutes, after which the command finally completes (no
errors) and returns back to the command prompt
I've only experienced this when hitting a server over https, so it
seems this issue is also related to gnu tls. Even though the solution
linked to in the above forum thread was for a different problem, the
solution worked in my case. In other words, rebuilding svn from
source, with neon compiled against openssl instead of gnu tls fixes
the hang problems I was experiencing.
